The series is set in a dystopian future where Britain is under the grasp of the Home Office's Department of Public Control (PCD), a tyrannically oppressive bureaucracy riding rough shod over the people's civil liberties. Edward Woodward plays with a writer over the past paper, Jim Kyle called The Star, who starts to fight with the PCD and turns renegade. The officials of this PCD, then, try to give proof Kyle activities.
